The DPSA Public Service Vacancy Circular, explained

The PSVC is a single PDF, usually a few hundred pages, published by the DPSA. It collects vacancy advertisements from every national department and all nine provincial administrations into one document, split into annexures - one annexure per department.

Two things follow from that structure, and they explain most application failures:

• The DPSA does not employ anyone. It publishes the circular. You apply to the individual department advertising the post, at the address in that department's annexure - not to the DPSA.
• Every annexure has its own rules. One department may want email applications, another may insist on hand delivery or post. The instructions in the annexure override any general advice, including this page.

The circular is free. Sites that charge for "access" to DPSA vacancies are reselling a public document.

The DPSA sets its schedule a year ahead. Each circular has a submission deadline for departments, then an issue date one week later - that issue date is when you can read it. There are 44 editions in 2026, with breaks over the April and May public holidays and a stop in December.

Individual department annexures are also published separately, which is useful when the full circular is large and you only care about one department.

Two practical notes:

• The full PDF can be very large. On a limited data connection, download the single annexure for the department you want instead of the whole circular.
• Third-party sites republish the circular, often faster to browse on a phone. That is fine for finding a post, but always verify the reference number, closing date and submission address against the official PDF before applying. Republished listings go stale.

The rules changed and a lot of advice online is still describing the old process. As things stand for 2026:

1. Complete a new Z83. The current form is the one effective from 1 January 2021. Every section must be completed - an incomplete or unsigned Z83 is disqualified before anyone reads your CV. See our full Z83 guide for a part-by-part walkthrough.
2. Attach a recently updated, comprehensive CV. The Z83 and the CV are both mandatory. If either is missing, the application is disqualified.
3. Do not attach certified copies at application stage. Only shortlisted candidates are asked for certified copies, and those must be not older than six months. Sending a thick bundle of certificates up front is the most common wasted effort in the whole process.
4. Quote the reference number. Every post has one. An application without it may not be routed to the right selection committee.
5. Send it to the department, at the address in that annexure - by the method that annexure specifies.

Applicants with foreign qualifications need a SAQA evaluation report, but again only when shortlisted.

Each entry in the circular follows the same shape. Knowing it saves time:

• Job title and reference number - the reference is what you quote.
• Salary scale - given as a public service notch, for example "R308 154 per annum (Level 7)". The level matters more than the rand figure, because it determines the notch you can be appointed at.
• Centre - the actual place of work. Posts are frequently advertised nationally but based in one town.
• Requirements - split into minimum qualification and experience. Public service shortlisting is largely mechanical against these; if you do not meet a stated minimum, you will not be shortlisted.
• Duties - what the job involves.
• Enquiries - a named official and phone number. It is legitimate to call and ask about the role.

Senior Management Service (SMS) posts carry extra requirements: an SMS pre-entry certificate (Nyukela) is normally needed before appointment, along with financial disclosure and a competency assessment.
